In July, the world witnessed an alarming event – a month that etched its name in history as the hottest on record and marked the beginning of an era of 'global boiling,' as United Nations Secretary-General António Guterres described it. This grim milestone served as an urgent reminder that climate change is not a distant threat but a pressing reality that demands immediate action.

GIZ has long been committed to shaping a future worth living around the world, and climate change is one of our key areas of focus, linking to our various other projects from energy to transport, industry and agriculture. In this issue of the GIZ Thailand newsletter, we have compiled outstanding articles from our projects in collaboration with our partners to support Thailand on its journey towards sustainable development more effectively and firmly.

From May through August 2023, GIZ Thailand has launched many promising projects, such as the Thai Climate Initiative (ThaiCI) Fund to enhance climate action implementation by small-scale actors in Thailand, and kicked-off the ASEAN Municipal Solid Waste Management Enhancement (AMUSE) project at the ASEAN regional level. We also arranged workshops and meetings on various topics, from green hydrogen to just energy, biodiversity conservation, marine litter prevention, waste management, air quality management, integrated urban climate action, skill development, agriculture and food safety.

TGC EMC: A Joint Effort by the Agriculture Sector towards Thailand's Renewable Energy Goals
 
Thailand aims to reduce greenhouse gas emissions by 30% by 2030 and to transition to renewable energy.
The TGC EMC programme was established to support Thailand's sustainable energy growth, focusing on five components including biomass, with the goal of increasing Thailand's share of renewable energy.
This workshop, involving various stakeholders, aimed to develop an aligned implementation plan for the TGC EMC Biomass component, foster collaboration and drive Thailand's energy transition towards clean and sustainable energy.

Thailand takes the global 30x30 biodiversity conservation target to the national & local level
 
Under the recently adopted Kunming-Montréal Global Biodiversity Framework (GBF), Thailand has committed to the global “30x30” target to conserve at least 30% of the world’s lands, oceans and inland waters by 2030.
Other Effective Area-based Conservation Measures (OECMs) have been included in the GBF as an important new instrument to account for biodiversity and ecosystem conservation.
Various stakeholders have been engaging in a series of workshops and events to discuss how this concept could be applied in Thailand and to agree on key elements and the process to develop national guidelines for OECM application in Thailand.

Thailand Explores Joining Global HAC to End Plastic Pollution
 
The Pollution Control Department, in partnership with GIZ under the MA-RE-DESIGN project, organised a stakeholder consultation workshop to gather valuable insights on Thailand's participation in the High Ambition Coalition to End Plastic Pollution (HAC).
Measures from Thailand's second phase Plastic Waste Management Action Plan (2023-2027), aligned with HAC’s seven key success factors, were presented.
The general opinion among attendees was positive, though some concerns were raised about certain aspects.

Unlocking Expertise: MA-RE-DESIGN Planning Workshop Reveals Insights
 
The MA-RE-DESIGN project, financed by BMUV, is being implemented by GIZ, WWF, and UNEP-COBSEA, in collaboration with the Pollution Control Department and relevant stakeholders to address plastic waste management and the protection of the Thai marine environment.
A planning workshop was held in collaboration with relevant units to gather information that can effectively define the project's operational framework.
From fruitful brainstorming, a well-defined project path has emerged. Active participant support to drive this collaborative plan forward is now essential.

Innovative climate risk financing for the agricultural sector in ASEAN
 
GIZ in collaboration with the ASEAN Secretariat launched the new ASEAN-German project to improve farmers’ access to resilience-enhancing and gender-responsive climate risk financing.
ASEAN member states gained a common understanding of the project, exchanged experiences and challenges, and identified needs for collaborative activities.
They also agreed on the project’s steering committee structure, a tentative operational plan for regional activities, and provided guidance for the successful implementation of the project.

A Path Towards Safe and Sustainable Food Systems in ASEAN
 
Food safety experts from ASEAN member states convened a regional workshop to exchange and provide updates on initiatives related to food safety systems in the region.
Experts from the public and private sectors from ASEAN and Japan shared experiences and lessons learned on the safe use of agrochemicals to ensure safety for users, consumers, and the environment.
The event contributed to ASEAN member states’ joint efforts to strengthen coordinated actions to promote safe use of agrochemicals and sustainable alternatives.

GIZ launches a project to enhance climate resilience in Thailand
 
Royal Irrigation Department, UNDP, and GIZ are working together to implement the "Enhancing Climate Resilience in Thailand through Effective Water Management and Sustainable Agriculture (E-WMSA)" project.
The 4-year-project (2023-2026) will be piloted in seven districts in three provinces in the Yom-Nan river basin.
GIZ is engaged in complementing grey infrastructure with EbA measures and integration of EbA approaches into water management policy and planning.

E-WMSA ORGANISED A TRAINING NEEDS ANALYSIS WORKSHOP
 
The E-WMSA project, a collaboration between the Royal Irrigation Department, UNDP, and GIZ, recently organised a Training Needs Analysis (TNA) workshop.
More than 44 participants representing various relevant stakeholders attended the workshop to emphasise the importance of integrating Ecosystem-based Adaptation (EbA) measures into water resource management in the Yom-Nan River Basin.
The outcomes of the TNA workshop are being utilised as the guidelines for designing future training programmes to enhance the capacity development needs of relevant stakeholders.

LOW-EMISSION RICE SELECTED AS GIFTS FOR WORLD ENVIRONMENT DAY
 
To mark World Environment Day 2023, 40 tonnes of low-emission rice were selected as premium gifts for customers at Bangchak stations in Bangkok and surrounding provinces throughout June.
The low-emission rice is the product of a change in perspective and adoption of new rice cultivation low-emission rice farming technologies introduced to Plang Yai Kaset Samai Mai Community Enterprise by the Thai Rice NAMA project.

Stakeholder dialogue to tackle agricultural burning in Chiang Rai
 
Chiang Rai, Chiang Mai and neighbouring northern provinces have been grappling with the serious issue of smoke and hazardous levels of PM2.5 air pollution exceeding the established standards.
Farmers expressed their views on the root causes of burning in agricultural areas.
GIZ collaborates with government and private sector entities, as well as farmers, to tackle the burning of crop residues.
