The Closure of Effective Fund Management Workshop for the Promotion of Integrated and Result-Based EPPO’s Energy Efficiency Plan

Energy Policy and Planning Office entrusted GIZ Thailand to conduct a series of workshop on Effective Fund Management for the Promotion of Integrated and Results-Based Management of the Energy Policy and Planning Office’s Energy Efficiency Plan. The final workshop was held on 15 September 2016. In closing the workshop, General Anantaporn Karnchanarat, the Minister of Energy attended the conclusion session and gave a closing speech.
This project was organized with the aim to enhance the efficiency of the Energy Conservation Promotion Fund (ENCON Fund). It drew upon the integration of the principles and process using a results-oriented approach for 60 sub-committees and officers administering the Fund. The series of the workshop started in July 2016 and ended in September 2016.
The content of the workshop covered sustainable development, result-based management with a focus on assessment and understanding of the current situation of the Fund, finding solutions through a participatory process, including tools for results-based management which can be implement in the rest of the projects under the Fund, framework and procedure development of the criteria, guideline and steps that can be adopted in the improvement of ENCON Fund management and other projects under the Fund in line with international standards.
Prior to the closing of the workshop, the participants shared lessons-learned and presented the outputs of the workshop to General Anantaporn Karnchanarat and the committees for acknowledgement and consideration. The presentation included criterion and tools for screening, approving, and evaluating projects, follow-up guidelines of the projects; and structural and procedural improvement measures for management of the Fund. There was also emphasis on the continual implementation plan to push forward the urgent measures and improve the fund management within the year 2017. It is hoped to create integration and yield results to increase the effectiveness of the fund and promote integrated and results-based energy conservation which will lead to increase in energy efficiency and renewable energy consumption in accordance with Thailand’s Energy Conservation and Development Plan.
General Anantaporn Kanchanarat, Minister of Energy said “The knowledge, skills and guideline shared by GIZ who is an expertise in using project management tools will allow us to urgently enhance the efficiency of the Fund management and adopt the suggestions into our work in 2017-2018. However, the first objective of the workshop is for our officers to exchange the knowledge and skills with the aim to integrate the same concept and head into the same direction.”
